Assessments Empty Assessments

Good afternoon, There is a discussion going on on Facebook about assessments do we the property owners vote on them or not?
I think there are ones we do and ones we don't can someone please explain this.

River Ridge Association Bylaws Article 1, Section 7 states that Special Assessment for Capital Improvements and Change in Basis and Maximum of Annual Assessments will be voted on by Association members. Hope this clears it up. If you do not have a copy of the Bylaws, you may get a copy at the Association Office.
